The overall goal of the Office of Economic and Community
Development is to improve the aesthetic quality of the lives of the
residents of Derby Connecticut by helping to attract, retain and expand
business in Derby. The OECD can help businesses navigate through various
City Departments, can provide information regarding financial and tax
incentives and can assist with finding the right location for your
business needs.
The OECD also helps secure funding for priority projects in the City of
Derby including, but not limited to infrastructure, brownfields funding,
greenway funding, historic preservation, housing rehabilitation,
business revolving loan funds, demolition, acquisition and various
economic and Community development projects.

Derby-Milford Road Improvements:
operational improvements for Derby-Milford Road at the Route 34
intersection. The project will include a new left turn lane on Route 34,
signal replacement, and full-depth reconstruction on Derby-Milford Road
for 500’ beginning at the intersection.

Sterling Opera House Improvements
Derby
is also one of 18 communities participating in the Naugatuck Valley
Corridor Comprehensive Economic Development Strategy (CEDS), and the
project committee is chaired by Derby's Economic Development Director

What the City Can Do to Help You:
For Businesses:
Enterprise Corridor Zone: Program is funded by the state and City of Derby, but administered by the State of Connecticut. The Office of Economic Development can assist with the application process if needed. Potential benefits of the program include:

5 year 80% abatement of local property taxes on all real and personal property taxes that is new to the grand list as a result of business expansion or renovation

Ten year 25% or 50% credit on your CT Corporate Business Tax that is directly related to business relocation, expansion or renovation project.
You must be deemed a manufacturer by the Connecticut Department of Labor. They will provide a code for your company first in order to qualify for the tax incentives. Click here to go directly to the state site for more information.

Revolving Loan Fund:
All new business expenses – 3% for ten years and interest only the first year. There is a waiting list for this program, and it is on a first come first serve basis
if eligible and currently there is limited funding.

Small Cities Rehab Grant Program
The City of Derby OECD is administering a Small Cities grant from HUD which allows homeowners to rehabilitate/renovate their homes. The funding is for essential repairs, non-cosmetic. You must be deemed eligible by federal income guidelines. Houses that qualify are 1-3 unit residences only. There is a waiting list, but there is still money available. Derby residents only. The Federal Emergency Homeowners’ Loan Program (EHLP) provides assistance to eligible Connecticut homeowners who are 90 days or more delinquent with their first mortgage payment as a result of having suffered a loss of income due to unemployment, underemployment or suffered adverse economic conditions resulting from a medical emergency or serious injury.
